GOBERNANZA DEL AGUA Y TERRITORIOS HIDROSOCIALES: DEL ANÁLISIS INSTITUCIONAL A LA ECOLOGÍA POLÍTICA

[ES] En las últimas décadas han surgido diversos enfoques para dar respuesta a los desafíos que plantea la gestión del agua. Este artículo presenta, de manera introductoria, las principales aproximaciones teóricas desde las cuales se está analizando en la actualidad el uso y la gobernanza del agua: las corrientes neoinstitucionalistas, la teoría de los recursos comunes y la perspectiva del empoderamiento que se relaciona con la ecología política. La descripción de estos enfoques sirve para contextualizar las distintas aportaciones que se presentan en este monográfico sobre el estudio de los territorios hidrosociales, cuyos principales resultados se exponen sucintamente.

Conflictos ambientales y ciudadanía ecológica: el caso de Gualeguaychú y los pulp mills

This article deals with interactions between citizenship and political ecology by examining the ‘pulp mills conflict’ in Gualeguaychú, Argentina. The conflict burst in 2003 when the Uruguayan authorities announced the construction of a cellulose plant on the shore of the Uruguay River. The citizens of Gualeguaychú, a city right across the border, initiated a movement of protest that soon transcended the local dimension. I argue that this protest was a battle over sovereignty and an environmental conflict between different conceptions of development and diverse views of the use of a common resource, the river. Elaborating from anthropology of nature and semiotic of culture, the work aims to illustrate that every ecological crisis is, also, a temporality crisis. In order to do so, it compares different visions of future – and, therefore, of the present of the enunciator – that shape international environmental crisis between ’60 and ’70. The first, insisting on risks, comes from Massachusetts Institute of Technology, advising about the Limits to Growth; the second, insisting on risk normalization, comes from UN first Earth Summit; both discourses are registered in reports published in 1972 and read worldwide. The following pages summarize the analysis of agrarian and environmental discourses and social representations in the Ebro Delta and the Albufera of Valencia. The first part of the article tries to synthesize in a theoretical way the evolution and perspectives of family agriculture. We intend to analyze the essential changes that have taken place in agriculture and have made it survive, despite the theoretical prognosis that announced the end of the familiar agriculture.
